Michailopoulos & Associates Law Firm proudly participated as both sponsor and active contributor for the fifth consecutive year at the 5th Panhellenic Conference on Public Procurement, held at the Zappeion Megaron on December 17–18, 2025. Organized by NOMIKI BIBLIOTHIKI, the conference brought together judges, members of Hellenic Single Public Procurement Authority, legal experts and practitioners to discuss the latest developments in the field of public procurement.

Our Managing Partner, Mr. Greg Michailopoulos, delivered an engaging and insightful speech titled, “Effective judicial protection in public procurement: balancing expanded sufficient interest and the timely completion of award procedures”. He joined a prestigious panel discussion, moderated by the Vice President of the Greek Council of State, Ms Olga Zygoura, alongside distinguished speakers from the Hellenic Single Public Procurement Authority and practicing lawyers. The panel delved into the latest challenges and critical issues, placing particular emphasis on matters of effective sufficient interest in public procurement.

After referring to the general rule of sufficient interest, Mr. Michailopoulos noted the trend of expanding sufficient interest for economic operators, as confirmed by CJEU case law. He pointed out that recent domestic case law has tightened the rules, by requiring stricter requirements regarding the specificity and concreteness of the claims made to establish sufficient interest. He concluded that case law appears to seek a ‘golden mean’ between ensuring access to judicial protection and the need for the swift completion of procurement procedures.
